Grease or line a 9 x 13 inch pan with parchment paper and set aside.
Melt butter in a large pot over low heat, whisk in sugars and vanilla until fully combined.
Remove from heat and whisk in eggs one at a time until fully incorporated.
Whisk in the cocoa powder, followed by the all-purpose flour, baking powder, and salt, then mix until smooth. Add in chocolate chips.
Pour batter into prepared pan and bake for 35 to 45 minutes until toothpick comes clean from center.
Leave brownies in pan to cool or remove them by picking them up using the edges of the parchment paper and transfer to a cooling rack.
Prepare ganache by chopping the chocolate and placing it in a medium sized bowl. Heat heavy cream until it begins to simmer, then pour it over the chocolate a let it set for 3 to 4 minutes. Then whisk until a rich ganache forms. Spread over brownies and top with chocolate shavings.
