Spread the 3 cups all-purpose flour out on a cookie sheet and bake at 350℉ for 5 to 6 minutes. This should get the flour to a temperature of 160℉ and kill any bacteria. You can also Heat Treat In The Microwave.
In a large bowl with a hand mixer or stand mixer, cream together the 1 cup unsalted butter, 1 cup light brown sugar, ½ cup granulated sugar, and ¾ teaspoon salt until light and fluffy.
Scrape down the sides and add ½ cup heavy cream and 2 teaspoons vanilla extract.
Scrape down the sides again and add the heat-treated flour, and mix until combined, then fold in the 1½ cups mini chocolate chips.
